CBD products are illegal in the United Arab Emirates. CBD oil, gummies, vapes and creams are treated as cannabis derivatives under the UAE’s narcotics law, Federal Decree-Law No. 30 of 2021, even if they are sold legally in the US or Europe.
Key facts
- Status: banned; cannabis derivatives are controlled substances
- Law: Federal Decree-Law No. 30 of 2021 on Combating Narcotics and Psychotropic Substances
- Applies to: residents, tourists and transit passengers
- Customs: products are tested for THC regardless of their label
Why is CBD illegal in the UAE?
The UAE takes a zero-tolerance approach to cannabis. Its narcotics law lists cannabis and its active compounds as controlled substances, and products containing them, including CBD and THC oils, are covered. Customs officers test items for THC no matter how they are labelled, and CBD bought legally abroad can contain trace amounts.
What happens if a tourist brings CBD into the UAE?
The 2021 law softened the rules for some first-time visitors. Since 2 January 2022, travellers arriving for the first time with food, drinks or other products mixed with narcotics may not be charged; the items are confiscated and destroyed at the port instead. Lawyers say this leniency does not extend to vapes or e-cigarettes containing cannabis oil, which can still lead to charges.
Possession or use inside the country remains a criminal offence. Since 1 January 2026, a further federal decree-law has made deportation mandatory for foreigners convicted of narcotics offences.
Can you use CBD in the UAE?
No. Using, carrying or buying CBD products in the UAE is illegal, and a positive drug test can also lead to prosecution. The safest approach is to leave all CBD products at home, including skincare and food.
The UAE relaxed other personal-freedom laws in 2020, such as the rules on unmarried couples living together, but drug laws were not part of that change. Other countries where tourists can be caught out by product bans include Singapore’s vape ban.
